How should Manchester fill its empty city centre offices?

A: Put a rocket under MIDAS.

B: Bin the "Whitehall of the North" idea.

C: Cut rents by 20 per cent.

   I think they should convert the office space to luxury residential space with community space for families as opposed to 1 and 2 bedroom flats for city workers.
