Poll commissioned by AGMA shows all 10 boroughs against TIF

Independent market research into the public’s attitudes to the £2.7bn Transport Innovation Fund package carried out for those driving the bid shows a majority of respondents contacted in every borough of Greater Manchester are against the plans.

Work undertaken by Ipsos MORI surveyed a total of 81,476 residents of Greater Manchester as part of the 10-week consultation process to gauge opinions of the scheme, and split the results by borough. A total of 14,675 people supported the proposals, while 25,813 were against. The number of undecided respondents was 40,988.

Manchester was the most evenly balanced borough, with 12,320 respondents split 3,216 in favour and 3,318 against. In Oldham, however, there were nearly twice as many against the scheme as in support. Of 5,846 respondents, 926 were in favour, and 1,841 were against.

Negative responses from Salford outnumbered positive ones by 2.5 to 1 and in Tameside and Stockport there were also twice as many negative as positive views expressed.

The figures were revealed in an interim report on the consultation process prepared for the latest meeting of the Association of Greater Manchester Authorities (AGMA) on Friday, October 31.

*Respondents were asked whether they were in support of or against various aspects of the TIF package. They were categorised as positive or negative based on whether they responded with a positive or negative attitude to at least one element of the package.

GMPTE TIF responce

A GMPTE TIF spokesperson said: “The information recently issued on the public consultation is not an opinion poll and it is not representative of district views on the TIF proposals.

“The breakdown of public responses to the TIF proposals illustrates the number of respondents who had a positive or negative attitude to at least one of the elements of the package - not that they necessarily had a positive or negative attitude towards the package as a whole.

“Ipsos MORI clearly state within the report: “The consultation does not comprise the responses of a representative sample of Greater Manchester residents, only of those who chose to respond to the consultation. This may mean that it over represents particular points of view if those people holding them were disproportionately likely to respond.

“The Ipsos MORI poll of around 500 people in each of the 10 districts, conducted from the 14th July to the 1st August 2008, that was statistically valid, showed overall adult residents of Greater Manchester were in favour of the TIF proposals with 53% saying the councils should accept the offer from the Government.”
